It may seem something of a dichotomy after all we hear in the media about Government pushing the digital agenda, that now political pressure is cited as a main blocker to achieving digital transformation.

But it should not be surprising there is massive risk aversion within the civil service. Delivering Public Services is a serious business and getting it wrong is not an option.

So, the challenge is how to deliver safe, incremental changes that together lead to a true digital transformation for the citizen. Otherwise we end up simply deploying islands of technology each delivering a standalone 'digital service' that might, from the outside, look like digital government but in reality do not provide a truly joined up customer experience.
